SUPERINTENDENT’S CORNER
Dr. Douglas Howell reviewed the upcoming Board Calendar. Dr. Howell also reviewed the draft agenda for the board work session with legislators scheduled for Monday, December 15.

IHSAA High Country Athletic Conference Update
PCSD 25 Athletic Director Tonya Wilkes, joined by high school athletic directors, presented an overview of the Idaho High School Activities Association’s comprehensive overhaul of state tournament representation. The new model replaces percentage-based district a locations with a standardized 40% qualification rate across multiple sports. This approach incorporates MaxPreps rankings to ensure the most competitive teams advance while sti l maintaining district representation. The new system enhances fairness and competitiveness statewide, and increases transparency by providing programs with clear, data-driven goals and recognition for performance throughout the season.
Highland High School Rebuilding Project Update
Following the April 2023 fire that destroyed approximately 70,000 square feet— including the gymnasium, cafeteria, weight room, and several music spaces—the Highland High School rebuild project is progressing with a comprehensive plan to restore and modernize the campus. The project includes replacing fire-damaged facilities, expanding and updating science classrooms, constructing a larger gym and activity space, and adding a new performing arts center.
Phase 1, expected to be completed by January 2027, wi l deliver a new gym, kitchen, Program (CIP) process. cafeteria, commons, and additional classrooms. Phase 2, anticipated by July 2027, wi l complete the performing arts center, music and drama classrooms, and an outdoor courtyard. Plans for Phase 3, which includes additional site and facility improvements, are being discussed through the district’s Capital Improvement Program (CIP) process.
